<br />Resolution No. PC-99-68 <br />Page 2 <br /> <br />The project has been designed so that future homes would promote the rural <br />ambiance of the area and respect the privacy of the surrounding development. A <br />disclosure statement to future homeowners informing them of the activities of the <br />Fairgrounds and the possible extension of Rose A venue is required as a condition of <br />approval. <br /> <br />4. The grading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal effect on the environment as possible. <br /> <br />Grading of the site would be limited. Final grading requirements which may be <br />necessary to accommodate future homes will be subject to review approval to <br />ensure compliance with the development plans. All of the project improvement <br />plans will be reviewed and approved by the City for their compliance to standard <br />soil erosion control practices. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The proposed parcelization pattern has been designed to make best use of the site <br />for either the proposed 31 lots or the 34-lot plan. The subject site is relatively flat <br />and existing vegetation is limited. While several of the existing trees will be <br />removed, these trees are in poor health and would be replaced by suitable trees. The <br />project architecture, site drainage, and landscaped areas have also been designed to <br />promote a continuation of the existing rural quality of the area. <br /> <br />6. Adequate public safety measures have incorporated in to the plan. <br /> <br />Necessary public safety measures have been incorporated into the design of the <br />plan. This includes requiring the applicant to contribute to the water master planned <br />system and improving Rose Avenue. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />The site's isolation and infill character necessitates a PUD for its development. By <br />establishing custom development standards for the subject project, the proposed <br />project can be tailored to accentuate the site and development in the area, and <br />provide amenities such as the pocket park and linear park, while minimizing <br />impacts. <br />
