The developer shall install subdrains at the back of sidewalk or back of curb along <br />all streets within the development. Unless otherwise approved by the Fire Marshall no housing construction shall <br />begin until such time as an acceptable emergency vehicle access has been <br />established, as defined by the Fire Marshall.
