<br />Resolution No. PC-99-65 <br />Page 2 <br /> <br />in recent years. The subject site where development is proposed is not as steep as <br />most other approved custom developments along the west side of Foothill Road. To <br />the east, across Foothill Road, are single-family production homes. The proposed <br />residential use of the property would be compatible with the surrounding uses. <br /> <br />4. The grading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal effect on the environment as possible. <br /> <br />The Negative Delcaration addresses the geological/geotechnical problems <br />associated with development of the site and presents specific environmental impacts <br />and mitigation measures to enable safe residential use of the site. These mitigation <br />measures have been included as conditions of approval. With these conditions the <br />environmental impacts of the project will not be significant. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />Most of the development is proposed to be located in the least sensitive portions of <br />the site. The use of building envelopes, as conditioned, will help to integrate the <br />streets, houses, and future accessory structures in the natural environment. The <br />project has been developed to conform to the West Foothill Road Corridor Overlay <br />District reguirements. <br /> <br />6. Adequate public safety measures have incorporated in to the plan. <br /> <br />The Negative Declaration has addressed the major public safety issues involving <br />geological/geotechnical issues, schools, and fire protection and recommended <br />mitigation measures have been incorporated into the plan through conditions of <br />approval. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />The plan conforms to the purposes of the PUD District in that it proposes an <br />acceptable development on the site. The development plan provides a greater <br />control over grading, design, development standards, and site planning for a <br />sensitive area. <br /> <br />WHEREAS, the Planning Commission finds that proposed development plan meets the intent of <br />the current West Foothill Road Corridor Overlay District and the West Foothill <br />Road Corridor Design Guidelines, and is consistent with the General Plan and the <br />PUD ordinance. <br />
