BACKGROUND <br /> The City's Operations Services Department, Streets Maintenance Division oversees <br /> and maintains 7,003 street, parking lot and pathway lights. It is not always practical, <br /> nor cost effective for City staff to perform certain maintenance functions that are <br /> essential to keep our City's street lights in good order. Out-sourced contracting has <br /> been the solution when cost evaluations determine that the work can be provided <br /> at a lower cost by out-sourced contractors and in situations where City staff does <br /> not have the specific trade expertise nor the required specialized equipment, as is <br /> the case with street, parking lot and pathway lighting. For that reason, Council <br /> previously approved two (2) "as-needed" vendors (St. Francis Electric and Vista <br /> Universal, Inc.)for street, parking lot and pathway lighting maintenance and repair <br /> services on July 15, 2014. <br /> DISCUSSION <br /> The original "As Needed" agreements limit the terms to two years; however the City <br /> recently is now amending the terms to enable services to be provided by these vendors <br /> for a maximum of five years. Additionally, the two subject vendors have held original <br /> contract pricing since 2014 and are requesting CPI increases. Authorization of the <br /> amendments of the existing two "As Needed" streetlights maintenance agreements with <br /> St. Francis Electric and Vista Universal, Inc. to provide an indexed annual increase and <br /> to add additional renewal options to both of the agreements for up to a maximum of five <br /> years each, will allow continuity in the care of the City's street light assets at the <br /> consistently high level of care the vendors have been providing in the past. <br /> S bmittet 1 Fiscal Review: Approved y: <br /> • ‘# /1c) <br /> 'athleen Yurchak Tina Olson Nelson Fialho <br /> Director of Operations Director of Finance City Manager <br /> and Water Utilities <br /> Attachments: <br /> 1.
