<br />Resolution No. PC-99-63 <br />Page 3 <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The proposed development of the site has been designed to be consistent with the <br />requirements of the Vineyard Avenue Corridor Specific Plan. The streets and <br />building pads have been designed to generally follow the site's natural contours <br />which helps minimize their visibility and reduce the amount of grading necessary <br />to construct them. Two visually-sensitive slope banks have been designated as <br />open space areas which would preclude the future construction of buildings in <br />these areas. <br /> <br />6. Adequate public safety measures have been incorporated into the <br />design of the plan. <br /> <br />All of the public safety measures wou1d be addressed through provisions of the <br />Vineyard A venue Corridor Specific Plan and the proposed conditions of approval. <br />The proposed design of the street system and emergency vehicle access will create <br />a safe circulation pattem. A sidewalk wou1d be installed along the project's <br />Vineyard Avenue frontage which would provide a safe pedestrian walkway <br />separate from vehicular travel. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />The development of the existing PUD zoning designations for the Vineyard <br />Corridor area recognized the fact that the parcels in the area are irregularly <br />shaped, that infrastructure needs to be provided to allow for development of the <br />area, and that the PUD zoning district was needed in order to properly implement <br />the Vineyard Avenue Corridor Specific Plan and to facilitate development in a <br />reasonable and orderly manner. The proposed PUD plan sets forth the parameters <br />for the future development in a manner consistent with the Vineyard Avenue <br />Corridor Specific Plan and through the conditioning of the subject PUD <br />development plan, the proposed project will substantially conform to the <br />requirements of the Vineyard Avenue Corridor Specific Plan. <br /> <br />WHEREAS, the Planning Commission finds that the proposed development plans are <br />consistent with the General Plan, the purposes of the PUD ordinance, and the <br />Vineyard Avenue Corridor Specific Plan. <br />
