<br />subject to the review and approval of the City Engineer/Director of Building Inspection. Ifno grading plan is <br />required, necessary erosion control/storm water quality measures shall be shown on the site plan submitted for <br />an on-site permit, subject to the review and approval of the Director of Building Inspection. The applicant is <br />responsible for ensuring that the contractor is aware of and implements such measures. <br /> <br />80. All cut and fill slopes shall be revegetated and stabilized after completion of grading, but in no case later than <br />October 15. Hydroseeding shall be accomplished before September 15 and irrigated with a temporary <br />irrigation system to ensure that the grasses are established before October 15. No grading shall occur between <br />October 15 and April 15 unless approved erosion control/storm water quality measures are in place, subject to <br />the approval of the City Engineer/ Director of Building Inspection. Such measures shall be maintained until <br />such time as permanent landscaping is place. <br /> <br />81. The applicant shall submit a construction Best Management Practices (BMP's) program for review and <br />approval by the Planning Director prior to issuance of building and/or grading permits. These BMP's shall be <br />implemented by the general contractor and all subcontractors and suppliers of materials and equipment. <br />Construction site cleanup and control of construction debris shall also be addressed. Failure to comply with <br />the approved construction BMP may result in the issuance of correction notices, citations, or a stop work <br />order. <br /> <br />82. Only United States Environmental Protection Agency-approved fireplaces and wood-burning stoves shall be <br />permitted in residential units. <br /> <br />83. Prior to the commencement of any clearing, grading, or excavation, the applicant shall submit a copy of the <br />State Water Resources Control Board Notice of Intent (NOI) for coverage under the State Construction Storm <br />Water General Permit. <br /> <br />84. A Storm Water Pollution Prevention Plan (SWPPP) shall be developed and implemented for each site covered <br />by the general permit. A SWPPP shall include Best Management Practices (BMPs) designed to reduce <br />potential impacts to surface water quality through the construction and life of the project. A SWPPP shall be <br />prepared such that, when properly implemented, will reduce or eliminate impacts to surface water quality <br />from all phases of the project. Required elements of the SWPPP include the following: <br /> <br />a) Construction storm water management controls shall be implemented which include practices to minimize the <br />contact of construction material, equipment, and maintenance supplies (e.g., fuels, lubricants, paints, solvents, <br />adhesives) with storm water. The SWPPP shall specify properly-designed centralized storage areas that keep these <br />materials out of the rain. It shall also include a monitoring program by the construction site supervisor. <br /> <br />b) Best Management Practices (BMPs) shall be implemented to reduce erosion of exposed soil and may include, <br />but not be limited to, soil stabilization controls, watering for dust control, perimeter silt fencing, placement of hay <br />bales, and sediment basins. The potential for erosion is generally increased if grading is performed during the <br />rainy season as disturbed soil can be exposed to rainfall and storm runoff. If grading must be conducted during the <br />rainy season, the primary BMPs selected shall focus on erosion control to keep sediment on the slopes. End-of- <br />pipe sediment control measures (e.g., basins and traps) shall be used only as secondary measures. If hydroseeding <br />is selected as the primary soil stabilization method, then slopes shall be seeded by September I to October I. <br />Entry and egress from the construction site shall be carefully controlled to minimize off-site tracking of sediment. <br />Vehicle and equipment wash-down facilities shall be designed to be accessible and functional both during dry and <br />wet conditions. <br /> <br />Geotechnical and Soil-Gas ReDort <br /> <br />85. The applicant shall comply with the recommendations of the geotechnical report prepared by Terrasearch, <br />Inc. dated July 7,1999. The applicant's geotechnical consultant shall review and approve all foundation, <br />
