<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-99-62 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF ETIENNE DE GROOT FOR A <br />CONDITIONAL USE PERMIT, AS FILED UNDER CASE UP-99-34 <br /> <br />WHEREAS, Etienne DeGroot has applied for a conditional use permit to allow a <br />693-square-foot second unit within a single-family residence located at 1105 Via <br />Di Salerno; and <br /> <br />WHEREAS, zoning for the property is PUD-AlOS/LDr (Planned Unit Development - <br />Agriculture/Open Space/Low Density Residential) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of September 8, 1999, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations ofthe <br />City staff conceming this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />1. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The request to establish an attached second unit on the site conforms with the <br />objectives and purposes of the Zoning Ordinance. A second unit is considered to <br />be a single-family use which is allowed in the Ruby Hill Development. The <br />second unit would be consistent with the character of the area because the <br />applicant has proposed to attach the second unit integrally with the main structure <br />and have the colors and materials of the unit match those of the main residence, so <br />that the structure will appear to be one unit. In addition, a condition of approval <br />requires that either the primary residence or the second unit be owner-occupied <br />and that a maximnm of two adults reside in the second unit to maintain a low <br />density and traffic volnme for the neighborhood. <br />
