<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-99-44 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF CARDEN WEST SCHOOL <br />FOR A CONDITIONAL USE PERMIT, AS FILED UNDER CASE UP-99-19 <br /> <br />WHEREAS, Carden West School has applied for conditional use permit approval to: 1) extend <br />Carden West School's existing use permit for two classrooms located at 4466 <br />Black Avenue, Suite L, for 5 years; 2) expand Carden West School into 4466 <br />Black Avenue, Suite K, by adding two classrooms totaling approximately 1,800 <br />square feet; and 3) increase the number of students at the school from 130 to 174 <br />students; and <br /> <br />WHEREAS, zoning for the property is 0 (Office) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of July 14, 1999, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations ofthe <br />City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose ofthe district in which <br />the site is located. <br /> <br />Some of the objectives of the zoning ordinance are to: foster a <br />harmonious, convenient, workable relationship among land uses, protect <br />existing land uses from inharmonious influences and harmful intrusions, <br />and to insure that public and private lands ultimately are used for the <br />purposes which are most appropriate and beneficial to the City as a whole. <br />As conditioned, the proposed classroom use and increase in student <br />capacity would not interfere with the operations of the surrounding uses. <br /> <br />The site of the proposed use is located in the Black Avenue Professional <br />Offices complex, which is zoned Office District. One purpose of the <br />Office Zoning District is to establish and maintain in portions of the city <br />the high standards of site planning, architecture and landscape design <br />sought by many business and professional offices.
