Section 2. General Conditions~ Requirements and Limitations. Sub-Agent will adhere to the conditions, requirements, and limitations established for the use of said funds granted under Public Law 92-54, including but not limited to the following: a. Public Law 92-54, the Emergency Employment Act of 1971 (a copy of which is attached as Exhibit A), and any revisions thereof. b. Title 29, subtitle A, Dart 55 (Sections 55.1 through 55.26), consisting of regulations issued by the Secretary of Labor under the authority of Section 12(e) of the Act (a copy of which is attached as Exhibit B), and any revisions thereof. c. The Conditions Governing Grants under Section 9(a)(1), Public Law 92-54 (a copy of which is attached as Exhibit C), and any revisions thereof. Exhibits A, B and C referred to above are incorporated by reference and made a part of this agreement as fully as if set forth at length herein. Section 3. Records and Accounts. Without limiting the generality of Section 2, Sub-Agent agrees to maintain such records and accounts, including records of property purchased with nonfederal share, and personnel and financial records, and submit such financial records as are required by the Auditor- Controller of the County of Alameda or the United States S,ecretary of Labor, or either, to assure proper accounting for all p~ogram funds, including the nonfederal share. Such records and accounts shall be made available for audit purposes to the United States Department of Labor, tMe Comptroller General of the United States, and the Auditor-Controller of the County of Alameda% or any authorized representative of any of the foregoing, and shall be retained for three years after the expiration of the grant. Section 4. Assurances. Without limiting the generality of Section 2, Sub-Agent hereby makes all of the assurances and agrees to comply with all of the 2
