The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained win not be detrimental to the <br />public health. safety. or welfare or materiallv iniurious to the properties or <br />improvements in the vicinitv. <br /> <br />One additional parking space would be provided for each second-unit, per <br />City policy, which would be supplement the three- or four-car garage <br />parking spaces and the three or four open visitor parking spaces on the <br />garage apron. The location of the additional parking would not conflict <br />with this provided parking for the primary residence. The location of the <br />second-units will either meet or exceed, as conditioned, the development <br />standards (setbacks, FAR, height, etc.) for Class I accessory structures so <br />no unit would have any greater impact on adjacent properties than any <br />other Class I accessory structure which could be constructed on a lot. The <br />proposed second-units are one-story in height, so no unit would have a <br />view impact into the side and rear yards of adjacent properties. In <br />addition, a condition will prohibit the construction of a detached <br />second-unit from being located on the lots adjacent to the existing <br />neighbors to the north. The second-units would be constructed in <br />conformance with all applicable City building and fire codes. <br /> <br />C. The proposed conditional use will complv with each of the applicable <br />provisions of this chapter. <br /> <br />As indicated previously, the second-units to be allowed under this master <br />use permit are designed specifically to match the primary residence of a <br />lot. As designed and conditioned, the units would meet all criteria <br />established by the State and City for their design and use. <br /> <br />WHEREAS, the Planning Commission determined that the proposed master use permit for the <br />second units is appropriate and is consistent with the approval of similar use <br />permits for other similar projects. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Recommends approval of Case UP-98-19, the application of Greenbriar Sycamore <br />Valley Company for a master conditional use permit to allow detached <br />second-units to be offered as a builder option in addition to the previously <br />approved attached second-uuits for the proposed development located at 530, 720, <br />and 838 Sycamore Road, subject to the conditions shown in Exhibit "B," attached <br />hereto and made part of this case by reference. <br />
