<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-98-87 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF <br />GREENBRIAR SYCAMORE VALLEY COMPANY FOR A MASTER <br />CONDITIONAL USE PERMIT, AS FILED UNDER CASE UP-98-19 <br /> <br />WHEREAS, Greenbriar Sycamore Valley Company has applied for a master conditional use <br />permit to allow detached second-units to be offered as a builder option in addition <br />to the previously approved attached second-units for the proposed development <br />located at 530, 720, and 838 Sycamore Road; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) - LDRJ A (Low <br />Density Residential/Agricultural) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of November 10, 1998, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />obiectives ofthe zoning ordinance and the purpose of the district in which <br />it is located. <br /> <br />The approved PUD development specifies that future development shall <br />comply with the permitted and conditional uses of the R-l District; <br />second-units are a conditional use in the R-l districts. Furthermore, the <br />City Council, in approving the PUD for this project, specifically added a <br />condition for a detached second-unit option to encourage affordable <br />housing for this development. As designed, the proposed second-units <br />would be visually compatible with the appearance of the primary <br />residence, thereby maintaining the large-lot single-family character of the <br />subdivision. As conditioned, a lot owner with a second-unit would have <br />the ability to rent one or the other of the dwelling units on the property, <br />while maintaining occupancy of the other. <br />
