The design ofthe subdivision and proposed improvements will not cause <br />substantial environmental damage or substantially and avoidably injure <br />fish or wildlife or their habitat. <br /> <br />As part of the development, Sycamore Creek would be realigned. The creek <br />habitat and replacement program approved with the PUD development plan is <br />designed to increase the overall amount of riparian area in the NSSP area. This <br />would be obtained by not only providing a new creek channel, but would also <br />include the construction of peak-flow terraces, rock weirs and outcrops, and <br />seasonal marsh areas. The general philosophy is to let low creek flows remain in <br />the creek banks and to let high-flows spill into a newly constructed riparian marsh <br />area. <br /> <br />4. The design of the subdivision is not likely to cause serious public health <br />problems. <br /> <br />The proposed project, as conditioned, meets all applicable City standards <br />concerning public health, safety, and welfare, e.g. vehicle access, geologic <br />hazards (not within a special studies zone), and flood hazards. Through the <br />provisions of the NSSP, the approved PUD development plan, and the proposed <br />conditions of approval, all public safety measures will be addressed. The <br />proposed drainage system will help alleviate existing flooding problems, the <br />geotechnical review has shown that the proposed design of the grading plan is <br />adequate, and the proposed design of the street system will create a safe <br />circulation pattern. <br /> <br />5. The design of the subdivision or its related improvements will not conflict with <br />easements, acquired by the public at large, for access through or use of property <br />within the proposed subdivision. <br /> <br />There are no easements over the subject site that will be negatively impacted by <br />the proposed development. <br /> <br />WHEREAS, the Planning Commission determined that the proposed tentative map is consistent <br />with the approved PUD development plan. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case Tract 6982, the application of Greenbriar Sycamore Valley <br />Company for vesting tentative map approval to allow the subdivision of 56.2:t: acres <br />of land into III single-family lots with off-site infrastructure improvements located <br />at 530, 720, and 838 Sycamore Road <br />
