<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-98-74 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF THE DE <br />SILVA GROUP FOR PUD PREZONING AND DEVELOPMENT PLAN APPROVAL, AS <br />FILED UNDER CASE PUD-96-l4 <br /> <br />WHEREAS, the De Silva Group has applied for Planned Unit Development pre-zoning to <br />PUD-LDR (Planned Unit Development - Low Density Residential) and <br />development plan approval to allow 91 single-family homes on approximately 46 <br />acres located between Foothill Road and Interstate 680 adjoining the Foothill <br />Knolls subdivision to the south and the Foothill Farms subdivision to the north; <br />and <br /> <br />WHEREAS, zoning for the property is Unincorporated; and <br /> <br />WHEREAS, at its duly noticed public hearing of September 23, 1998, the Planning <br />Commission, after considering all public testimony, relevant exhibits, and <br />recommendations ofthe City staff, recommended approval of the proposed <br />negative declaration prepared for Case PUD-96-l4; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />I. The plan is in the best interests of the public health, safety, and general <br />welfare. <br /> <br />The project, as conditioned, meets all applicable City standards concerning <br />public health, safety, and welfare. The proposed development has been <br />designed to be compatible with adjacent land uses and consistent with all <br />applicable General Plan policies. The project would also include the <br />necessary cleanup of the hazardous materials previously deposited in the <br />soil and a monitoring of the groundwater contamination resulting from the <br />light industrial manufacturing operation on the site. Specific design <br />features have been incorporated into the project design to minimize <br />impacts to adjoining neighborhoods, including use of emergency vehicle <br />access connections and perimeter single-story house designs and boundary <br />tree planting. The project streets would not be connected to the streets in <br />the adjoining neighborhoods in order to adhere to the General Plan policy <br />limiting the volume of traffic on residential streets to 2,000 - 3,000 vehicle <br />trips per day. Adequate storm drain, sanitary sewer, and water service <br />facilities are present in the area surrounding the development. <br />
