Approval of this application shall be contingent upon approval of the PUD Rezon- ing and Development Plan, Case PUD-97-l4. 2. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section l8.96.060K of the Zoning Ordi- nance for grand openings or by Section 18.116.040 of the Zoning Ordinance if ap- proved by temporary conditional use permit as part of a decorating plan in conjunction with shopping center promotional events. At no time shall spot light- ing be used after 10:00 PM in conjunction with such grand openings and/or pro- motional events. 3. If operation of this use results in conflicts pertaining to parking, noise, traffic, lighting, littering, or other impacts, either within the development itself or by its customers in the vicinity of the development, at the discretion of the Planning Di- rector, this conditional use permit may be referred to the Planning Commission for subsequent review at a public hearing. If necessary, the Commission may modify or add conditions of approval to mitigate such impacts, or may revoke said condi- tional use permit. 4. The following requirements shall apply to the sale of beer and wine from the con- venience market covered by this conditional use permit: a. Liquor sales are limited to beer and wine only.
