The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public heath, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />Schools are a common use next to residential areas in Pleasanton. The <br />preschool within the existing church building would be approximately 135 <br />feet from the residential lots to the north. The tot lot where the outdoor <br />recreation will be taking place is located in an area surrounded by existing <br />buildings which would help to buffer the noise of the children playing. <br />The ample on-site parking, a staggered start schedule and the proposed on <br />site circulation plan would lessen the possibility of an impact of the <br />additional vehicles on the surrounding residences, and splitting the <br />outdoor recreation schedule should reduce the volume of noise from the <br />proposed use. <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions of the zoning ordinance. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, <br />because of their unusual characteristics, conditional uses require special <br />consideration so that they may be located properly with respect to their <br />effects on surrounding properties. The conditions of approval will <br />integrate the proposed preschool use without detrimentally affecting the <br />surrounding properties or the City in general. <br /> <br />WHEREAS, the Planning Commission determined that the proposed use will be compatible <br />with the surrounding neighborhood and is appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case UP-98-20, the application of Valley Community Church for a <br />conditional use permit to operate a preschool for children between the ages of two <br />and five years within an existing church facility located at 4455 Del Valle <br />Parkway, subject to the conditions shown in Exhibit "B," attached hereto and <br />made part of this case by reference. <br /> <br />Section 2. <br /> <br />This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
