The proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public heath, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. Schools are a common use next to residential areas in Pleasanton. The preschool within the existing church building would be approximately 135 feet from the residential lots to the north. The tot lot where the outdoor recreation will be taking place is located in an area surrounded by existing buildings which would help to buffer the noise of the children playing. The ample on-site parking, a staggered start schedule and the proposed on site circulation plan would lessen the possibility of an impact of the additional vehicles on the surrounding residences, and splitting the outdoor recreation schedule should reduce the volume of noise from the proposed use. C. The proposed conditional use will comply with each of the applicable provisions of the zoning ordinance. Chapter 18.124 of the Municipal Code (Conditional Uses) states that, because of their unusual characteristics, conditional uses require special consideration so that they may be located properly with respect to their effects on surrounding properties. The conditions of approval will integrate the proposed preschool use without detrimentally affecting the surrounding properties or the City in general. WHEREAS, the Planning Commission determined that the proposed use will be compatible with the surrounding neighborhood and is appropriate for the site. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1. Approves Case UP-98-20, the application of Valley Community Church for a conditional use permit to operate a preschool for children between the ages of two and five years within an existing church facility located at 4455 Del Valle Parkway, subject to the conditions shown in Exhibit "B," attached hereto and made part of this case by reference. Section 2. This resolution shall become effective 15 days after its passage and adoption unless appealed prior to that time.
