<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-98-60 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF V ALLEY COMMUNITY <br />CHURCH, AS FILED UNDER CASE UP-98-20 <br /> <br />WHEREAS, Valley Community Church has applied for a conditional use permit to operate a <br />preschool for children between the ages of two and five years within an existing <br />church facility located at 4455 Del Valle Parkway; and <br /> <br />WHEREAS, zoning for the property is P (Public and Institutional) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of July 29, 1998, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project. <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The subject church property is zoned "P" (Public and Institutional) <br />District. One purpose ofthe Public and Institutional district is to provide <br />for the orderly establishment of public or quasi-public facilities, and <br />expansion of their operations. The proposed church preschool would meet <br />this zoning district purpose. <br /> <br />Some of the objectives of the zoning ordinance are to: foster a <br />harmonious, convenient, workable relationship among land uses, protect <br />existing land uses from inharmonious influences and harmful intrusions, <br />promote a safe, effective traffic circulation system, and to ensure that <br />public and private lands ultimately are used for the purposes which are <br />most appropriate and beneficial to the City as a whole. As conditioned, <br />the proposed church expansion would be consistent with these objectives. <br />
