<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-98-51 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF MT. DIABLO NATIONAL <br />BANK FOR CONDITIONAL USE PERMIT AND DESIGN REVIEW APPROVAL, AS <br />FILED UNDER CASE UP-98-2I/Z-98-149 <br /> <br />WHEREAS, the Mt. Diablo National Bank has applied for conditional use permit and design <br />review approvals to construct a 29-space parking lot located at 4287 Stanley <br />Boulevard for use by Mt. Diablo National Bank employees and other employees <br />working in the building located at 992 Main Street; and <br /> <br />WHEREAS, at its duly notice public hearing of July 8, 1998, the Planning Commission, after <br />considering all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning this proposal, recommended approval of a negative <br />declaration prepared for this application; and <br /> <br />WHEREAS, the Planning Commission made the following conditional use permit findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />Should the site be rezoned to the Central Commercial zoning district, the <br />proposed parking lot would be in conformance with the objectives of the <br />Central Commercial zoning district as listed in section III. A. Land Use <br />and Zone Change. The C-C zoning district allows for off-site parking <br />primarily to create areas within the zoning district which best can be <br />utilized for parking and to allow for maximum utilization of sites within <br />the C-C district for desirable office and commercial uses. The proposed <br />site for the parking lot is located at the northern boundary of the <br />Downtown Specific Plan, which also encourages the construction of <br />off-site parking lots to service Downtown commercial and office uses. <br />The proposed parking lot also is located only 80 feet from the uses which <br />it is to serve, which meets the Municipal Code Section 18.88.050 <br />requirement that off-site parking be located within 300 feet of the uses it is <br />to serve. <br />
