Prior to recordation of any parcel map for the proposed three lot subdivision, the property-owner/developer shall either submit to the City Engineer the necessary fee for the required joint trench improvements and undergrounding of utility lines along the Kottinger Drive frontage. Said funds shall cover improvements as deemed necessary by the City Engineer. Landscaping and Tree Preservation 26. A final landscape plan and irrigation plan shall be submitted to and approved by Planning Director as part of the building permit plan set prior to issuance of an on-site permit. Said landscape plan shall be consistent with the approved landscape plan plus any conditions of approval, and shall be detailed in terms of species, location, size, quantities, and spacing. Said landscape plan shall include that at least four of the total fourteen trees shall be installed in a 24-inch box size. One tree and additional shrubbery shall be added in front of the home on Parcel 3 to improve privacy. 27. All trees used in landscaping be a minimum of 15 gallons in size and all shrubs a minimum of 5 gallons, unless otherwise shown on the approved landscape plan, or unless otherwise required as a condition of approval. 28. The developer shall provide root control barriers and four inch perforated pipes for street trees and trees in planting areas less than ten feet in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. 29. The developer shall enter into an agreement with the City, approved by the City Attorney, which guarantees that all landscaping and open space areas included in this project will be maintained at all times in a manner consistent with the approved landscape plan for this development. Said agreement shall run with the land for the duration of the existence of the structures located on the subject property. 30. The fence along First Street shall be seven feet high, with one foot of lattice. General Planning Conditions 31. The height of the structures shall be surveyed and verified as being in conformance with the approved building height as shown in Exhibit "A", or as otherwise conditioned. Said verification is the applicant's responsibility, shall be performed by a licensed land surveyor or civil engineer, and shall be completed and provided to the Planning Director before the first framing or structural inspection by the Building Department.
