The applicants shall enter into an in-lieu parking agreement for one parking space in accordance with the Municipal Code provisions to provide the Code-required parking spaces for this project. Said agreement shall be approved by the City Council prior to issuance of a building permit for the project. If approved by the City Council, the agreement may provide for a deferred payment of the in-lieu fee until such time as a public parking lot is constructed in the vicinity ofthe project site. 16. The applicants shall work with staff as necessary to investigate and implement time limits for on-street parking on Spring Street. The applicants shall provide all necessary signing and curb painting as required by the Traffic Engineer. 17. The applicants shall install metal trellises painted forest green (to match the building trim color) on the eastern office building elevation instead of the wood trellises. In addition, the trellises shall be reduced in size to measure approximately 6 ft. wide by 6 ft. tall. Said modifications shall be shown on the plans submitted for issuance of building permits and shall be subject to review and approval by the Planning Director and Director of Building Inspection prior to issuance of building permits. 18. Approved building colors shall be stated on the plans submitted for issuance of building permits. 19. The applicants shall effectively screen from view all ducts, meters, air conditioning equipment, and any other mechanical equipment, whether on the structure, on the ground, or on the roof, with materials architecturally compatible with the main structure. Screening details shall be shown on the plans submitted for issuance of building permits, the adequacy of which shall be determined by the Planning Director. All required screening shall be provided prior to occupancy. 20. All mechanical equipment shall be constructed and maintained in such a manner that noise emanating from it will not be perceptible beyond the property plane of the subject property in a normal environment for that zoning district. 21. The applicants shall submit a final lighting plan for the building and the site for the review and approval of the Planning Director prior to issuance of building permits. Lighting shall be directed away from adjacent residences. 22. Trash containers shall be stored within the enclosure or garage storage areas at all times, except when being unloaded. 23. If signing for the office building is desired, a comprehensive signing program shall be submitted to the Planning Director for consideration under separate application.
