C. INFRASTRUCTURE SYSTEMS: WATER

Impact Cl: Water Suoolv The water demand of the Specific Plan project, together with demand
generated by other future development, would contribute to Zone 7's anticipated need to expand
its available water resources in order to meet buildout water needs of its service area:
(Cumulative)

Mitigation
Measure Cl: It is recommended that Zone 7 apply best management practices and water
conservation measures throughout its service area, including, but not limited to, the project.

Findings: A potentially significant cumulative impact of a water supply shortage may result if
Zone 7's deliveries are reduced, while regional demand simultaneously increases. Zone 7's ability
to secure additional water supplies is beyond the control of the City of Pleasant on.

Rationale for
Finding: In anticipation of future water requirements, Zone 7 is currently evaluating additional
sources for water supply. In addition, Zone 7 is seeking to offset potential decreases in water
supply which may result from a long term reduction in deliveries from the State Water Project.
The Specific Plan project's cumulative demand for water will include a golf course (with a
clubhouse) and up to 179 new housing units. In addition, some existing housing units will join the
City's water distribution system. If Zone 7's water supplies are reduced on a long-term basis, the
project, and other projects planned, approved or proposed in the regional service area will result
in a cumulative increased demand for water, leading to possible water supply shortfalls. See
"Statement of Overriding Considerations" for the specific benefits of the project.
