<br />Resolution No. PC-98-29 <br />Page 3 <br /> <br />views, and ties the project's street frontages III with the surrounding <br />development. <br /> <br />4. The development plan modification is compatible with the natural, <br />topographic features of the site. <br /> <br />The subject property is flat. Minimal grading is required for building pads <br />and public utilities. All lots are designed to drain to the face-of-curb. <br />Excess storm water runoff will be directed into public street storm drains. <br /> <br />5. Grading proposed in conjunction with the development plan modification <br />takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal an effect upon the environment as possible. <br /> <br />The subject property is relatively flat. Grading will be limited to building <br />pads and streets and to raising the site's grades along Stoneridge Drive. <br /> <br />The subject property is not located in the Alquist-Priolo Special Studies <br />Zone. Requirements of the Uniform Building Code -- implemented by the <br />City at the Building Permit review -- would ensure that building <br />foundations and private street/on-site parking areas are constructed on <br />satisfactorily compacted fill. <br /> <br />Erosion control and dust suppression measures will be documented in the <br />final map and will be administered by the City's Building and Public <br />Works Departments. <br /> <br />The Kaiser quarry is located approximately 100' 0" below the existing <br />grade of the project site. Kaiser has implemented measures to maintain a <br />stable slope bank along this site, including a 50' 0" wide buffer area <br />between the edge of the quarry and this site's south property line. Based <br />on the geotechnical analysis completed for Village Two, the quarry bank is <br />stable. If, however, the bank were to begin to subside, the buffer area <br />would protect the site and units from damage. <br /> <br />6. Adequate public safety measures have been incorporated into the design of <br />the modified development plan. <br /> <br />Buildings are designed to meet the requirements of the Uniform Building <br />Code, other applicable City codes, and State of California mandated noise, <br />energy, and accessibility requirements. All on-site streets and parking <br />areas generally meet City standards and are adequate to handle anticipated <br />traffic volumes. Adequate access is provided to all structures for police, <br />fire, and other emergency vehicles. <br />
