The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public heath, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />Due to the limited size of the secondary unit and its expected use by <br />extended-stay visitors or family members, traffic generated by use of the <br />unit should not be greater than that of a single-family residence. The <br />home would be constructed with three off-street covered parking spaces, <br />in accordance with the Ruby Hill Design Guideline. The paved area at the <br />side of the house would be able to accommodate the two required <br />off-street guest parking spaces and one more off-street parking space in a <br />tandem fashion for the secondary unit. Since there is no on-street parking <br />allowed in Ruby Hill, all required and recommended parking must be <br />accommodated on-site. The additional parking space in the driveway <br />would be sufficient to accommodate any vehicles belonging to persons <br />living in the secondary unit, although tandem parking spaces require a <br />little more cooperation between household members and visitors. <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions of the zoning ordinance. <br /> <br />The proposed secondary unit would be constructed as an attached <br />secondary unit in conjunction with the construction of a new single-family <br />home. The structure would remain in compliance with all applicable <br />building codes, City development standards, and development standards <br />unique to the Ruby Hill Design Guideline and PUD. <br /> <br />WHEREAS, the Planning Commission determined that the proposal is in compliance with <br />State law and that, as conditioned, the proposal would maintain the character of <br />the existing single-family residence and there would be no impacts on adjacent <br />properties. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case UP-98-09, the application of Standard Pacific of Northern <br />California for a conditional use permit for a 530 square foot secondary unit to be <br />constructed within a new two-story home located at 2974 Sorano Court, subject to <br />the conditions shown in Exhibit "B," attached hereto and made part of this case by <br />reference. <br />
