The plan is consistent with the City's General Plan. <br /> <br />While the project is within the acceptable range for PUD-MDR (Medium <br />Density Residential) projects of2-8 units/acre, limitations in water, sewer, <br />access, and storm drain infrastructure improvements create the need to <br />develop the area at the lower end of the General Plan range. In addition, <br />developing the property at the lower end of the density range will preserve <br />the rural character of the area. The project at 3 d.u.'s/acre is at the lower <br />end of the General Plan range, thus the 9-lot proposal is consistent with <br />the City's policy direction expressed at the time the Medium Density <br />Residential General Plan designation was adopted. In addition, the project <br />has been required to contribute to the necessary infrastructure <br />improvements to meet General Plan standards. <br /> <br />3. The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br /> <br />Throughout the design of this infill project, much consideration has been <br />given to minimizing any potential impacts on the adjacent residential <br />developments. The project has been designed so that future homes would <br />promote the rural ambiance ofthe area and respect the privacy ofthe <br />surrounding development. Staff has included a condition requiring that a <br />disclosure statement be given to future homeowners informing them of the <br />activities at the Fairgrounds and the possible extension of Rose Avenue. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />Grading of the site would be limited. The proposed design guidelines <br />specify that subsequent development shall minimize grading to the <br />greatest extent possible. Final grading requirements which may be <br />necessary to accommodate future homes will be subject to design review <br />approval to ensure compliance with this condition. All of the project <br />improvement plans will be reviewed and approved by the City for their <br />compliance to standard soil erosion control practices. <br />
