Resolution No. PC-98-15 Page 3 EXHIBIT "B" PLANNING COMMISSION RECOMMENDED CONDITIONS OF APPROVAL AL T AMONT COMMUTER EXPRESS INTERIM ST AnON PLANNING I. Development shall be substantially as shown on the development plans, Exhibit "An, dated "Received March 6, 1998" on file with the Planning Department, except as modified by the following conditions. Minor changes to the plans may be allowed subject to the approval of the Planning Director if found to be in substantial conformance to the approved exhibits. 2. The ACE Authority shall enter into an agreement with the City of Pleasanton for use of the City's property. The form of this agreement shall be approved by the City Attorney and shall be limited to three years. The agreement shall require as conditions of lease the conditions of approval contained herein. 3. At the end of the first 30 days in operation, a ridership survey shall be conducted to determine ridership levels for the Pleasanton station and the origin/destination of the riders. This survey shall be completed and submitted to the City of Pleasanton prior to second 30 days of operation being completed. Thereafter, the survey shall be conducted on a semi-annual basis. 4. At the end of the first 30 days in operation a detailed parking lot operational plan shall be submitted to the City Engineer for review and approval. This operational plan shall detail engress/ingress arrangements and parking space distribution between the ACE station and the Fairgrounds. The operational plan shall restrict station parking ingress/egress to the West Angela Street driveway. 5. ACE staff and City staff shall meet to review the design of the parking lot in an effort to increase the width of the parking lot aisles to the greatest extent possible. Changes agreed to between ACE staff and City staff shall be made to the parking lot plan. 6. The City urges the San Joaquin Rail Commission in the strongest terms possible to not charge commute passengers for parking at the Fairgrounds station. 7. Landscape planter diamonds with 15 gallon trees shall be installed down the center of the parking lot aisles. In general, one diamond shall be installed every 15 spaces. A specific landscape plan showing the parking lot landscaping and irrigation shall be submitted to the City's Landscape Architect for review and approval prior to construction of the parking lot.
