If the rim elevation of the upstream public sanitary sewer is at an elevation higher <br />than that of the lowest portion of the building pad, a back-flow prevention device <br />(check valve) shall be installed on the lateral between the house and public <br />sanitary sewer line. This detail shall be shown on the final grading and drainage <br />plan for review and approval by the City Engineer before issuance of a building <br />and/or grading permit. <br /> <br />27. Portable toilets used during construction shall be kept as far as possible from <br />existing residences and shall be emptied on a regular basis as necessary to prevent <br />odor. <br /> <br />28. The applicants shall submit a pad elevation certification prepared by a licensed <br />land surveyor or registered civil engineer to the Chief Building Official and <br />Planning Director, certifying that the pad and building locations (setbacks) are <br />pursuant to the approved plans, prior to receiving a foundation inspection for the <br />structure. <br /> <br />29. Dust and mud shall be contained within the boundaries of the property during <br />times of construction. <br /> <br />30. The applicant shall subrnit a construction Best Management Practices (BMP's) <br />program for review and approval by the Planning Director prior to issuance of <br />building and/or grading permits. These BMP's shall be implemented by the <br />general contractor and all subcontractors and suppliers of materials and equiprnent. <br />Construction site cleanup and control of construction debris shall also be <br />addressed. Failure to comply with the approved construction BMP may result in <br />the issuance of correction notices, citations, or a stop work order. <br />The applicant is responsible for implementing the following measures during all <br />construction phases of the project: <br /> <br />a. Gather all construction debris on a regular basis and place it in a dumpster <br />or other container which is emptied or removed an a weekly basis. When <br />appropriate, use tarps on the ground to collect fallen debris or splatters that <br />could contribute to storm water runoff pollution. <br />
