Joe Cravotta reported the project would address all the concerns relative to landscaping and adds
value to the neighborhood. He addressed his qualifications and experience and noted he has an
A+ rating with the Better Business Bureau. Mr. Cravotta stated the applicant has worked closely
with staff and reported a condition requiring parking in the garage, noting the Robles's are
clearing it out.
Mayor Thorne closed the public hearing.
Councilmember Brown noted the house is currently approximately 1600 square feet and asked
regarding the number of existing bedrooms. Associate Planner Luchini reported the house
currently, has four bedrooms and two bathrooms. Councilmember Brown stated neighbors are
concerned with the number of people coming and going now.
Councilmember Pentin referenced the tree report and asked if the City has agreed. Associate
Planner Luchini responded, affirmatively.
Councilmember Pentin stated the project needs more time to be vetted.
Councilmember Brown thanked the public for attending and noted the importance of public
feedback but noted some of the comments received cannot be used in Council's decision
process. She expressed concern with the scale of the proposed project and stated when the two
heritage trees are removed, it will increase the visual impact to neighborhood. She appreciated
the applicant wanting to improve their home, but did not believe this is a good project for the
neighborhood. She hoped the applicant will improve the plans, landscape the site and make it a
project which the neighbors will also be proud of.
Mayor Thorne agreed with Councilmember Brown's comments and stated the Planning
Commission made the right decision. His primary concerns are massing and parking and Mayor
Thorne noted support for the motion.
MOTION: It was m/s Pentin/Olson to adopted and waive full reading of Resolution No. 17-968
upholding the Planning Commission decision denying a Design Review to convert an existing
unconditioned loft into an approximately 720 -square -foot second -story addition and to increase
the roof height of the existing residence from 20 feet to 25 feet. Motion passed by the following
vote:
Ayes: Councilmembers Brown, Olson, Pentin, Mayor Thorne
Noes: None
Absent: Councilmember Narum
9.
