Impact 4.0-1 will be reduced to a less -than -significant level, and are hereby <br />incorporated by reference and described below. <br />Mitigation Measure 4.0 -la: To address nuisance impacts of construction activities <br />within the EDZ area, all developers of sites within the EDZ area shall ensure that <br />construction contractors implement the following: <br />• Signs shall be posted at all construction site entrances to the property upon <br />commencement of construction, for the purposes of informing all <br />contractors/subcontractors, their employees, agents, material haulers, and all <br />other persons at the applicable construction sites, of the basic requirements <br />of Mitigation Measures 4.0-1 a and 4.0-1 b. <br />o Signs shall be posted at the construction sites that include permitted <br />construction days and hours, a day and evening contact number for the job <br />site, and a contact number in the event of problems. <br />o An onsite complaint and enforcement manager shall respond to and track <br />complaints and questions related to noise. <br />Site(s) affected: All sites within the proposed Zone. <br />Mitigation Measure 4.0 -lb: To reduce daytime noise impacts due to construction <br />within the EDZ area, all project developers shall require construction contractors <br />working within 55 feet of the construction site property boundary to implement the <br />following measures: <br />• Equipment and trucks used for construction shall use the best available <br />noise control techniques (e.g., improved mufflers, equipment redesign, use <br />of intake silencers, ducts, engine enclosures, and acoustically -attenuating <br />shields or shrouds). <br />o Impact tools (e.g., jack hammers, pavement breakers, and rock drills) used <br />for construction shall be hydraulically or electrically powered where <br />feasible to avoid noise associated with compressed air exhaust from <br />pneumatically powered tools. Where use of pneumatic tools is unavoidable, <br />an exhaust muffler on the compressed air exhaust shall be used; this muffler <br />can lower noise levels from the exhaust by up to about 10 dBA. External <br />jackets on the tools themselves shall be used where feasible; this could <br />achieve a reduction of 5 dBA.
