Hydrology and Water Quality <br />Impact 4.E -6a: The proposed Zone would not violate any water quality standards <br />or waste discharge requirements. <br />Impact 4.E -6b: The proposed Zone would not substantially deplete groundwater <br />supplies or interfere substantially with groundwater recharge. <br />Impact 4.E -6c: The proposed Zone would not substantially alter existing drainage <br />patterns. <br />Impact 4.E -6d: The proposed Zone would not create or contribute runoff water <br />which would exceed the capacity of existing or planned stormwater drainage systems or provide <br />substantial additional sources of polluted runoff. <br />Impact 4.E -6e: The proposed Zone would not otherwise substantially degrade <br />water quality. <br />Impact 4.E -6f: The proposed Zone would not place structures within a 100 -year <br />flood hazard area which would impede or redirect flood flows. <br />Impact 4.E -6g: The proposed Zone would not expose people or structures to a <br />significant risk of loss, injury or death involving flooding, including flooding as a result of the <br />failure of a levee or dam. <br />(Draft SEIR, pp. 4.E-29 to 4.E-31) <br />11. Land Use and Planning <br />Impact 4.E -7a: The proposed Zone would not physically divide an established <br />community. <br />Impact 4.E -7b: The proposed Zone would not conflict with any applicable land use <br />plan, policy, or regulation. <br />Impact 4.E -7c: The proposed Zone would not conflict with any applicable habitat <br />conservation plan or natural community conservation plan. <br />(Draft SEIR, pp. 4.E-31 to 4.E-32) <br />In addition, the proposed Zone would not directly or indirectly convert Prime <br />Farmland, Unique Farmland, or Farmland of Statewide Importance to non-agricultural use; would <br />not conflict with existing zoning for agricultural use, or a Williamson Act contract; and would not <br />involve other changes in the existing environment which, due to their location or nature, could <br />result in conversion of farmland to non-agricultural use, and therefore would have no impact on <br />agricultural resources. Likewise, the EDZ would not cause rezoning of forest land, timberland, or <br />timberland -zoned Timberland Production, and, therefore, development facilitated by the proposed <br />15 <br />
