BACKGROUND <br />The Pleasanton Pioneer Cemetery Master Plan was adopted by City Council on <br />November 18, 2014. The plan identified the need for more parking. When the City took <br />on management of the cemetery, the need for a storage area for vaults and equipment <br />also became clear. Based on the Cemetery Master Plan and the maintenance needs, <br />the City prepared a conceptual plan of a small parking and storage area. The City <br />utilized an on-call landscape architecture consultant to prepare biddable construction <br />documents. The Community Services, Operations Services, and Engineering <br />Departments worked with the consultant so that the final design met the parking and <br />maintenance needs of the cemetery, while not interfering with future cemetery <br />improvements contemplated in the cemetery master plan. The project was advertised <br />for construction bid in September 2017, with a bid opening date established as October <br />19, 2017. <br />DISCUSSION <br />The Engineer's Estimate for the project was $345,638. Four contractors submitted bids <br />for this project by the bid deadline. The bids ranged from $326,760 to a high of <br />$469,585. The low bid received from Guerra Construction Group is approximately 5% <br />below the Engineer's Estimate. All bid documents were found to be in order and <br />references for the contractor were verified.
