II. <br /> <br />It is necessary for the immediate preservation of the public peace <br />health and safety that this ordinance take effect and be in force <br />immediately upon its enactment, the facts constituting such <br />necessity being that the City Council has found and determined <br />that waters flowing through watercourses not under ownership <br />of the Alameda County Flood Control and Water Conservation <br />District are in danger of being obstructed and/or degraded in <br />quality by the continuing deposit of foreign materials which <br />tend to reduce the beneficial use of said water and further, to <br />degrade the quality of said water through pollution and con- <br />tamination and that such foreign materials, being unsightly and/or <br />otherwise offensive to the senses have an adverse effect upon the <br />value of adjacent properties. <br /> <br />This ordinance shall take effect and be in force immediately <br />upon its enactment and before the expiration of fifteen (15) <br />days therefrom, this ordinance shall be published once with <br />the names of the members voting for and against the same in <br />the ~'TIMES", a newspaper published in the County of Alameda. <br /> <br /> INTRODUCED at a regular meeting of the City Council of the <br />City of Pleasanton on November 1, 1971. <br /> <br /> ADOPTED at a regular meeting of the City Council of the <br /> <br />City of Pleasanton on November 1, 1971, by the following vote: <br /> <br />AYES: Councilmen Beratlis, Pearson, Spil ~ opoulos and <br /> Mayor Reid <br />NOES: None <br /> <br />ABSENT: Councilman Gerton <br /> <br />ATTEST: <br /> Robe ayor of the <br /> City <br /> <br />Helen C.
