staff to assure that buildings in the City are built as designed. Plans for building <br />construction in the City must be as clear as possible to translate the professional <br />designers ideas into three dimensional reality and for construction personnel to <br />follow. Plan details then are critical to attain the proper construction as designed <br />and required details and information on plans is a necessity. Stucco and gypsum <br />board walls used to counter the seismic forces and used as bracing or as shear <br />walls proved to be inadequate and performed poorly. The shear values for <br />gypsum wallboard and portland-cement stucco contained in the Code are based on <br />mono-directional testing. It is appropriate to limit the use of these types of walls <br />used to resist shear forces until cyclic testing is performed and evaluated. <br /> <br />As to Chapter 20.24, amendments to the Uniform Fire Code: Section 20.24.020 <br />(board of appeals) is amended for consistency with Building Code amendments; <br />Section 20.24.030 (automatic fire protection systems) is amended to be updated <br />with the Building Code; Section 20.24.040 (definitions) is added for clarification; <br />Section 20.24.050 (fire suppression fees) is added to recover cost for emergency <br />response resulting from criminal or negligent conduct; Section 20.24.055 (fees) is <br />added for clarification regarding fee schedule; Section 20.24.060 (fire code table) <br />is added for clarification; Section 20.24.060 - 080 is added for consistency with <br />CUPA; Section 20.24.090 (hazardous materials storage in residential area) is <br />added to limit storage quantities because of response time concerns and lack of <br />permitting requirements; Section 20.24.100 (prevention of false alarms) is <br />amended to provide parameters on number of false alarms with no charge; Section <br />20.24.110 (fire extinguishers) is added because none are specified in code; <br />Section 20.24.120 (installation of fire sprinkler systems) is added to address <br />particular commercial uses and create minimum design standards; Section <br />20.24.130 (installation of fire sprinkler systems) is added because of exemption in <br />national standard; Section 20.24.140 (installation of fire sprinkler systems) is <br />added because currently exempted from national standard and it is a high fire risk <br />issue because of concealed spaces; Section 20.24.150 (fire alarm company <br />permits) is amended to provide City with necessary contact information and <br />verification); Section 20.24.160 (fire alarm system monitoring) is amended to <br />provide for targeted response by Fire Department based on monitoring <br />information; Section 20.24.190 (fire alarm systems - existing buildings) is added <br />because need for supervision to promote timely response; Section 20.24.200 <br />(hazardous materials plan) to parallel local requirements; Section 20.24.210 <br />(unauthorized discharge) is amended for cost recovery; and Section 20.24.220 <br />(fireworks prohibition) is amended to address operator issues. <br /> <br /> 7. As to Section 20.12.030 (Chlorinated Polyvinyl Chloride (CPVC) potable <br /> water pipe), currently the State Department of Housing and Community <br /> Development (HCD) is in litigation with a group of private organizations (the <br /> California Pipe Trades Council, et al) over the use of CPVC potable water pipe. <br /> The essence of the lawsuit is the Environmental Impact Report presented by <br /> 5 <br /> <br /> <br />
