CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1778 <br /> <br /> AN ORDINANCE OF THE CITY OF PLEASANTON <br /> AMENDING CHAPTERS 20.04 THROUGH 20.34, 20.48, 20.52 <br /> AND ADDING CHAPTER 20.58 OF THE PLEASANTON <br /> MUNICIPAL CODE CONCERNING THE ADOPTION OF THE <br /> 1998 EDITION OF THE CALIFORNIA BUILDING <br /> STANDARDS CODE (24 C.C.R.), INCLUDING BY <br /> REFERENCE THE UNIFORM CODES FOR BUILDING <br /> (PARTS 1, 2, 3); FIRE (PARTS 1 AND 2); PLUMBING; <br /> MECHANICAL; BUILDING CONSERVATION, (APPENDIX <br /> CHAPTER 1), THE 1996 NATIONAL ELECTRICAL CODE; <br /> HOUSING (25 C.C.R); ADMINISTRATIVE; ABATEMENT OF <br /> DANGEROUS BUILDINGS; SIGNS; ADMINISTRATIVE <br /> PROVISIONS FOR THE 1996 NATIONAL ELECTRICAL <br /> CODE; SOLAR ENERGY; AND THE SWIMMING POOL, SPA <br /> AND HOT TUB. <br /> <br />WHEREAS, California Health and Safety Code Section 17958 and Section 17958.5 allow the <br /> City, by ordinance, to make modifications or changes to the State Building <br /> Standards Code and other regulations adopted pursuant to Califomia Health and <br /> Safety code Section 17922; and <br /> <br />WHEREAS, California Health and Safety Code Section 17958.5 requires that such changes <br /> must be determined to be reasonably necessary because of local climatic, <br /> geographical or topographical conditions as follows: <br /> <br /> 1. Local climatic conditions include a low amount of average yearly rainfall, <br /> which tends to be concentrated from October through April. From May through <br /> September, a dry period occurs where daily temperatures remain high, and there <br /> is little measurable precipitation. In addition, the local climate frequently <br /> includes high winds which sweep down through the valley. <br /> <br /> In developed areas of the City, fires can occur in buildings, rubbish, automobiles, <br /> and grass fires on vacant lots. In the undeveloped areas of the City, there is a risk <br /> of large brush and grass fires. If a fire occurs in either a developed or <br /> undeveloped area of the City, the local dry conditions combined with high winds <br /> creates the risk of a potential fire storm. <br /> <br /> <br />
