CITY COUNCIL OF THE CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

ORDINANCE NO. 1778

AN ORDINANCE OF THE CITY OF PLEASANTON
AMENDING CHAPTERS 20.04 THROUGH 20.34, 20.48, 20.52
AND ADDING CHAPTER 20.58 OF THE PLEASANTON
MUNICIPAL CODE CONCERNING THE ADOPTION OF THE
1998 EDITION OF THE CALIFORNIA BUILDING
STANDARDS CODE (24 C.C.R.), INCLUDING BY
REFERENCE THE UNIFORM CODES FOR BUILDING
(PARTS 1, 2, 3); FIRE (PARTS 1 AND 2); PLUMBING;
MECHANICAL; BUILDING CONSERVATION, (APPENDIX
CHAPTER 1), THE 1996 NATIONAL ELECTRICAL CODE;
HOUSING (25 C.C.R); ADMINISTRATIVE; ABATEMENT OF
DANGEROUS BUILDINGS; SIGNS; ADMINISTRATIVE
PROVISIONS FOR THE 1996 NATIONAL ELECTRICAL
CODE; SOLAR ENERGY; AND THE SWIMMING POOL, SPA
AND HOT TUB.

WHEREAS, California Health and Safety Code Section 17958 and Section 17958.5 allow the
City, by ordinance, to make modifications or changes to the State Building
Standards Code and other regulations adopted pursuant to Califomia Health and
Safety code Section 17922; and

WHEREAS, California Health and Safety Code Section 17958.5 requires that such changes
must be determined to be reasonably necessary because of local climatic,
geographical or topographical conditions as follows:

1. Local climatic conditions include a low amount of average yearly rainfall,
which tends to be concentrated from October through April. From May through
September, a dry period occurs where daily temperatures remain high, and there
is little measurable precipitation. In addition, the local climate frequently
includes high winds which sweep down through the valley.

In developed areas of the City, fires can occur in buildings, rubbish, automobiles,
and grass fires on vacant lots. In the undeveloped areas of the City, there is a risk
of large brush and grass fires. If a fire occurs in either a developed or
undeveloped area of the City, the local dry conditions combined with high winds
creates the risk of a potential fire storm.
