ATTACHMENT 3 <br /> MEMORANDUM OF UNDERSTANDING (MOU) <br /> BETWEEN <br /> THE CITY OF PLEASANTON <br /> AND <br /> THE TOWN OF DANVILLE, CITY OF DUBLIN, CITY OF LIVERMORE, <br /> AND CITY OF SAN RAMON <br /> FOR JOINT TRI-VALLEY CITIES LEGISLATIVE ADVOCACY SERVICES <br /> This Memorandum of Understanding (MOU) is entered into as of October 4, 2017, <br /> between the City of Pleasanton, and the Town of Danville, City of Dublin, City of Livermore, <br /> and City of San Ramon (collectively referred to as the Tri-Valley Cities). <br /> RECITALS <br /> a. The Tri-Valley Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon <br /> have joined together since 2007 to advocate regarding federal issues and legislation <br /> on behalf of the Tri-Valley region and have jointly contracted with a legislative <br /> advocacy firm, equally sharing costs to assist in these efforts. <br /> b. The Tri-Valley Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon <br /> desire to continue their collaborative efforts under a new Legislative Framework that <br /> will focus on advocacy efforts regarding issues and legislation on Federal, State, <br /> Regional, and Local levels and continue to equally share costs of an advocacy firm to <br /> assist in these efforts. <br /> c. The Tri-Valley Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon <br /> desire to enter into this MOU to clarify the responsibilities of all parties in regards to <br /> Legislative Advocacy Services. <br /> d. The term on this agreement is from October 1, 2017 through September 30, 2019. <br /> NOW, THEREFORE, in consideration of the promises herein, the parties agree as <br /> follows: <br /> 1. The Tri-Valley Cities agree to retain Townsend Public Affairs (Consultant) as the <br /> firm to provide Legislative Advocacy Services. <br /> 2. The City of Pleasanton will act as the fiduciary agent and engage the Consultant <br /> in a Service Agreement with a term of two (2) years and the option for three (3) <br /> one (1) year extensions, not to exceed a total of five (5) years. The Agreement <br /> amount will not exceed $120,000 annually. <br /> 3. In March 2019,the TVC Mayors and Managers will determine if a one (1) year <br /> extension of the Agreement is desirable.
