BACKGROUND <br /> Since 2007, the Tri-Valley Cities of Dublin, Livermore, Pleasanton, San Ramon, and the <br /> Town of Danville have joined together to work on federal legislative issues and for this <br /> purpose retained a legislative advocacy services firm Jordan & Associates. The <br /> expenses for the services were equally shared. <br /> The Tri-Valley Cities recently adopted a new Legislative Framework (Attachment 1) with <br /> a strategic focus at four (4) levels: federal, state, regional and local. With a shift in <br /> strategic focus, it was determined that a Request for Proposal and Qualifications <br /> (RFP/Q) would be prepared to solicit legislative advocacy services. <br /> DISCUSSION <br /> The Tri-Valley Cities developed a scope of work and a RFP/Q for legislative advocacy <br /> services which was issued on July 12, 2017. Proposals were due on August 7, 2017, <br /> and six (6) proposals were received. <br /> A selection committee was formed comprised of a staff member from each City and <br /> Town. The committee reviewed and evaluated the proposals to determine the strengths <br /> and weaknesses of each firm and ranked each firm in order of preference. Four (4) <br /> firms were selected and invited for an in-person interview with the committee. After the <br /> interviews the committee unanimously selected Townsend Public Affairs, Inc. The <br /> selection committee presented their recommendation to the Mayors and City Managers <br /> on September 5, 2017, and the selection of Townsend Public Affairs, Inc. was affirmed <br /> unanimously. <br /> The City of Pleasanton agreed to be the fiduciary agent and initiate the Professional <br /> Services Agreement for legislative advocacy Services firm and subsequently bill each <br /> City and Town their portion of the expense as outlined in the MOU (Attachment 3). <br /> The proposed Professional Services Agreement with Townsend Public Affairs, Inc. <br /> outlines the scope of services required for the implementation of the Tri-Valley Cities <br /> Legislative Framework (Attachment 1). The agreement is for a term of (2) years with an <br /> option to extend for an additional three (3) years. <br /> The MOU outlines responsibilities of all parties and affirms the agreement to retain <br /> Townsend Public Affairs, Inc. to provide legislative advocacy services. The MOU further <br /> outlines financial responsibility of each City/Town and specifies a rotating schedule of <br /> responsibilities for the Tri-Valley Cities. <br /> Page 2 of 3 <br />
