EXHIBIT A SCOPE OF SERVICES LEGISLATIVE ADVOCACY SERVICES FOR TRI-VALLEY CITIES Task 1 - Kick-off Meeting/Orientation An initial kick-off meeting/Orientation will be held between the Tri-Valley Cities Staff Liaisons and key members of the Townsend Public Affairs (TPA)team in October 2017. The meeting will provide an opportunity to: • Introduce staff from Tri-Valley Cities and Townsend Public Affairs • Discuss and clarify roles and responsibilities • Discuss principles to guide the legislative advocacy work • Review Tri-Valley Cities Meeting Schedule • Review Tri-Valley Cities Legislative Framework • Identify staff assignments for projects/initiatives • Discuss Legislative Correspondence Process • Discuss Knowledge Expansion Opportunities for quarterly Mayors and Manager's Meetings • Discuss Action Plan content: goals and objectives, engagement strategy for each project/initiative • Discuss content for Kick-off Meeting/Orientation for City Managers and Mayors • Discuss planning for Washington D.C. Visit in January 2018 Task 1 - Deliverables • Schedule and conduct Kick-off Meeting/Orientation with Staff Liaisons • Schedule and conduct Kick-off Meeting/Orientation with City Managers and Mayors Task 2 - Legislative Action Plan Using the Tri-Valley Cities Legislative Framework 2017-2018, TPA will create a Legislative Action Plan. 2.1 Develop and finalize the Tri-Valley Cities legislative platform that officially and publicly memorializes the focus areas and specific projects or initiatives for 2017-2018 and 2018- 2019 (each year of contract). 2.2 Identify goals and objectives that highlights project leads,timelines, outlines communication loops, and specific outcomes for each selected project or initiative for 2017-2018 and 2018-2019 (each year of contract). 61Page
