BACKGROUND <br />The City and the County have maintained a First Responder Advanced Life Support <br />Services agreement, in one form or another, for many years. Prior to the 2011 <br />agreement, the City signed a similar five (5) year agreement in June 2004 that expired <br />June 30, 2009. A two (2) year extension to that agreement was signed in June 2009. <br />In 2011 a new agreement was negotiated between the County and agency/city <br />providers. The agreement has had one (1) amendment, signed in May 2016, extending <br />the term of the agreement to October 31, 2017. <br />DISCUSSION <br />City staff have been monitoring the FRALS agreement and the associated negotiations <br />with the regional private provider of ambulance and patient transportation services, <br />Paramedics Plus, over the past months. City staff have also met and conferred with <br />other regional vested parties including the City of Livermore, the Alameda County Fire <br />Department and other affected Fire Departments that provide EMS services and would <br />be affected by this Amendment. Staff recommends signing the Amendment as a viable <br />alternative does not exist at this time.
