THE CITY OF 8 <br />z CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />September 19, 2017 <br />Fire <br />TITLE: APPROVE THE SECOND AMENDMENT TO THE EMERGENCY MEDICAL <br />SERVICES FIRST RESPONDER ADVANCED LIFE SUPPORT SERVICES <br />AGREEMENT (FRALS) BETWEEN THE CITY AND THE COUNTY OF <br />ALAMEDA; AND ACCEPT THE TRANSFER OF OWNERSHIP OF TEN <br />PIECES OF EMS EQUIPMENT <br />SUMMARY <br />In November 2011, the City of Pleasanton, along with all other agencies/cities in <br />Alameda County that provide First Responder Advanced Life Support (FRALS) <br />services, entered into a five (5) year agreement with Alameda County that defined <br />FRALS standards, detailed the reimbursement funding schedule and memorialized <br />other pertinent matters as related to the delivery of FRALS services. The initial <br />agreement expired on October 31, 2016 and, in May 2016, the City signed the First <br />Amendment to the agreement extending the term to October 31, 2017. The Second <br />Amendment extends the term eight (8) months to June 30, 2018, keeps the same <br />reimbursement formula but also stipulates the City assume ownership of ten (10) pieces <br />of Emergency Medical Services (EMS) equipment formally owned and maintained by <br />the County. <br />RECOMMENDATION <br />Approve and authorize the City Manager to sign the Second Amendment to the FRALS <br />agreement extending the term to June 30, 2018, and accept the transfer of ownership of <br />the ten (10) pieces of EMS equipment stipulated in the Amendment. <br />FINANCIAL STATEMENT <br />In consideration for the services provided in support of the agreement, the County <br />subsidizes each agency/city a specified amount for each FRALS unit maintained. The <br />City maintains five (5) FRALS units and the per-FRALS unit reimbursement for the <br />Second Amendment is $32,203.11. Total reimbursement due the City for this <br />Amendment is $161,015.55. This amount is in keeping with the funding formula <br />identified' in the original agreement, adjusted to reflect the eight (8) month term of the <br />extension. The City is required to bill the County three times during the term of this <br />Amendment; the first bill is for the first three (3) months in the amount of $60,380.83 <br />and needs to be dated September 20, 2017 or before; the second bill is for the second <br />three (3) months in the amount of $60,380.83 and needs to be dated December 20, <br />2017 or before; the final bill is for the last two (2) months in the amount of $40,253.89 <br />and needs to be dated March 20, 2018 or before.
