CITY COUNCIL AGENDA REPORT <br /> September 5, 2017 <br /> City Manager <br /> Housing Division <br /> TITLE: APPROVE THE INTER-GOVERNMENTAL COLLABORATION <br /> AGREEMENT FOR THE COMPLETION OF THE ASSESSMENT OF FAIR <br /> HOUSING <br /> SUMMARY <br /> The U.S. Department of Housing & Urban Development (HUD) Affirmatively Furthering <br /> Fair Housing Final Rule (AFFH) requires jurisdictions that receive HUD funding, such as <br /> the City of Pleasanton, to submit an Assessment of Fair Housing (AFH), which identifies <br /> and evaluates fair housing issues and the factors contributing to fair housing issues. <br /> The City of Pleasanton will be collaborating with other Alameda County jurisdictions and <br /> public housing agencies, including Alameda County; the cities of Alameda, Berkeley, <br /> Fremont, Hayward, Livermore, Oakland, San Leandro, and Union City; and the Housing <br /> Authorities of Alameda County, Alameda, Berkeley, Livermore, and Oakland, to prepare <br /> the regional AFH which is due to HUD on October 5, 2019. <br /> RECOMMENDATION <br /> Approve the Inter-Governmental Collaboration Agreement for the completion of the <br /> Assessment of Fair Housing in generally the form shown in Attachment 1, subject to minor <br /> amendments approved by the City Manager and City Attorney, and authorize execution <br /> by the City Manager. <br /> FINANCIAL STATEMENT <br /> Approval of the attached Inter-Governmental Collaboration Agreement would not have a <br /> direct fiscal impact on the City. The City would be paying for its $2,000 share of the costs <br /> of the assessment with our HOME Program administrative funds. <br />
