She addressed her efforts at decreasing water consumption and asked the City <br /> Council to consider having Zone 7 return to the old rate structure. <br /> Mayor Thorne suggested she make the same presentation to Zone 7 in an upcoming meeting. <br /> City Manager Nelson Fialho reported amendments to the ordinance allow modifications to bill if it is <br /> determined that a leak was present. Other than that, there are no discounts and he encouraged the <br /> speaker to have the City inspect the irrigation meter and make suggestions to modify consumption. He <br /> added the City has been aggressive with Zone 7 and they know the City's position on rate increases. <br /> Councilmember Brown suggested the speaker start an email campaign to the Zone 7 Board. <br /> Linda Kelly, Citizens for Sensible Water Rates, expressed concerns regarding increasing water rates. <br /> She asked whether the City could facilitate a meeting so that residents can learn better ways to <br /> conserve water. She commented on the website that was supposed to go live in June that would allow <br /> people to see their consumption details in real time, adding that only 25 people have been given <br /> access. Ms. Kelly reported that new meters were installed inappropriately, causing leaks that had to be <br /> repaired. <br /> Mayor Thorne stated staff will be directed to follow-up on the matter with the possibility of holding a <br /> forum to address water conservation measures. <br /> City Manager Nelson Fialho reported residents can contact the City to seek information about water- <br /> tolerant landscaping and conservation. <br /> John Bauer expressed concerns regarding increased water rates and addressed prior Zone 7 meetings <br /> noting that Zone 7 doesn't have a revenue problem, but rather they have a spending problem. He <br /> asked that the City negotiate with Zone 7 so residents can receive a fair rate. <br /> Venky Venkatesan agreed with previous speakers and expressed concerns regarding increased water <br /> rates. He reported cutting his water usage but his bill has still gone up. He suggested the City negotiate <br /> with Zone 7 for better rates. <br /> City Attorney <br /> 1.
