Mayor Thorne noted there is a resident who is part of the Alviso Adobe community who is also a Master
Gardener, Dolores Bankston.
Councilmember Brown asked whether the picnic area could be used as a small classroom. Community
Services Manager Crose responded it is used as a small classroom, most recently a beekeeping
program. Staff is learning to use different spaces for different opportunities. Councilmember Brown
wondered whether there has been discussion about the possibility of planting fast-growing trees in the
existing amphitheater. Community Services Manager Crose stated staff has discussed, over the years,
various options for shade in that area. The area presents challenges for growing anything and must be
hand-watered. Staff has considered installing a shade structure there.
Mayor Thorne noted there were no speakers to address the item.
Mayor Thorne commented on the history of the work being done and his involvement and noted he has
been disappointed in the usage the area has had over the years. He spoke positively on the plans and
hoped it will increase usage.
Councilmember Pentin agreed with Mayor Thorne's comments and stated he is happy to be able to
codify the plan.
Councilmember Narum commented on her experience regarding the subject and spoke positively about
moving the park forward.
Councilmember Brown commented positively on the proposed plan.
MOTION: It was m/s by Narum/Pentin to approve the Aliso Adobe Community Park Implementation
Plan. Motion passed by the following vote:
Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne
Noes: None
Absent: None
MATTERS INITIATED BY COUNCIL
Councilmember Brown reported speaking to a community member who has expressed concerns
regarding the ADA and the City's needs to meet the needs of physically-disabled residents. She asked
City Council to consider directing staff to review the matter so that future projects provide access to
people with physical disabilities.
Mayor Thorne agreed with Councilmember Brown, noting current standards do not meet the needs of
people with physical disabilities.
Remaining Councilmembers voiced their agreement.
COUNCIL REPORTS
Councilmember Pentin provided a summary of a recent meeting with the Recycling Board for the
Alameda County Waste Management Authority. He reported providing information to the City Manager
and encouraged those interested to contact the City for copies.
Mayor Thorne reported the JPA bill has stalled in the Senate. He referenced an upcoming Regional
Measure that jwill fund projects on roads and bridges.
City Council Minutes Page 5 of 6 July 18,2017
