MEETING OPEN TO THE PUBLIC 17. Public Comment Andrew Lambert spoke in favor of installing a new skate park in the City noting the current skate park is crowded and outdated and suggested it should be expanded. He reported attending a recent Parks and Recreation Commission meeting where several commissioners endorsed his proposition. He noted he is aware that a new skate park is included in the Master Plan but not as a priority and suggested the new skate park be named after his recently-deceased father, David Lambert who was a Parks and Recreation Commissioner at the time of his passing. In reply to Mayor Thorne's question, City Manager.Fialho reported the expansion of the Sports Park is in the Master Plan but did not make it on City Council's priority list. He added the Parks and Recreation Commission and City Council could consider it during the mid-year update, January 2018. Justin Tran spoke in support of expanding the City's skate park and noted how skateboarding has allowed him to be healthier and establish good relationships. Mike Moran spoke regarding the City's water in Zone 7 noting it affected his digestive system, had an unpleasant odor and although the City indicated it is perfectly safe, he is not fully convinced of it. He reported the water is not from Lake Oroville and referenced a water-quality report from 2017. He asked what the report indicated on the night he received water from Zone 7. Mayor Thorne reported he will ask staff to follow-up with him. Stefan Goff spoke in support of expanding and/or building a new skate park in the City. PUBLIC HEARINGS AND OTHER MATTERS 18. Consider approval of the Alviso Adobe Community Park Implementation Plan Assistant City Manager Brian Dolan introduced the item, addressed the Taskforce charged with developing a strategic plan and recommendations by the Parks and Recreation Commission and deferred to staff for a report. Community Services Manager Michele Crose presented details of the staff report addressing background, implementation action plan key tasks, historical eras and next steps. Mayor Thorne asked whether the outdoor classroom mentioned in the report would be another amphitheater and Community Services Manager Crose reported staff has decided to change the purpose of that space because it gets very hot during the day. It will be used for campfire meetings at night. Staff has been looking to revamp the space right outside the milking barn as additional classroom space. Mayor Thorne expressed concerns with the cost of the crosswalk and staff reported it will be a flashing, pedestrian crosswalk. Councilmember Olson stated he was glad to see that has already been funded. Councilmember Brown asked whether staff has had discussions with the Master Gardener organization regarding gardening. Community Services Manager Crose stated many of the City's docents are part of the Master Gardeners group.
