do in my desire and of course in my vote is to say that any new entitlements that come <br />on board to this new Minor CUP process, those go through this 30 day wait. Does that <br />make sense? Because they weren't there originally. That's what I'm trying to do, and as <br />we heard, it's not necessarily a full 30 days but it's some time. <br />Chair Ritter: To keep it transparent. <br />Commissioner Balch: Well, it's a double notice and that was what I think we talked <br />about with staff. You've got one notice for the Minor PUD and then you've got a second <br />notice that goes out for the Minor CUP. My hope would be that, you know, many people <br />talk about not being noticed when something significant comes in and then they see the <br />building going up and the business moving in and they're like, how did this get into my <br />neighborhood? My hope would be that this would be a very transparent process <br />because that is a use that was not there initially. And I do concede —it's a very low <br />volume we're talking about here. We're really talking about a very minute number of <br />applications. <br />Commissioner O'Connor: I'm not understanding why we need two notifications rather <br />than one. If you get notified, you're going to know that this change went through. You <br />have a timeframe to respond. Why do you need to get two and one month apart from <br />each other? I'm just trying to figure out why the citizen needs to get two notices. <br />Commissioner Balch: And my answer is because it didn't come to the Planning <br />Commission. It didn't come to the oversight board or body of the staff. <br />Commissioner O'Connor: But it does come to you. You're notified. <br />Commissioner Balch: We're not notified in the same way. We're notified via the email <br />from staff typically on the last day of the appeal period and you have to object. <br />Commissioner O'Connor: Well, that only happens once in a while. Usually we get them <br />in advance. <br />Commissioner Balch: That's where I stand on it. I think it needs to be transparent <br />because I don't think a double layer staff approval is appropriate. <br />Commissioner O'Connor: See, I don't think that's the intent of streamlining this process. <br />I think the intent is to benefit the applicant —and again, these are supposed to be routine <br />in nature. <br />Commissioner Balch: But these aren't routine. <br />Commissioner O'Connor: I'm saying if it's a Minor PUD change, it's supposed to be <br />more routine. If it's a Minor CUP, it always goes on a Consent Calendar and we don't <br />even think twice about it most times. We're just saying these are not big changes that <br />hit you and all of a sudden where you ask how that happened. Most people don't even <br />know that some of these things because they do slide through pretty much under the <br />wire even on our Consent Calendar. <br />PLANNING COMMISSION MINUTES, December 14, 2016 Page 11 of 49 <br />
