Commissioner Balch: Maybe I've walked into a hornet's nest with the well and I didn't <br />intend to, but again my initial position on the well was just that it wouldn't be used or <br />tapped or drawn for the construction phase primarily because that was initially what I <br />thought would be the biggest use or draw on it. I probably am actually closer to you <br />Commissioner Ritter on the position of the well and leaving it in place only because my <br />revised take is that it's been in place, the church has been using it, and the draw would <br />probably be minimal in light of the WELO compliant landscaping. <br />Commissioner Balch moved to forward Case PUD -114 to the City Council with a <br />recommendation for approval by making the findings in the staff report and with <br />the modifications to the Conditions of Approval as described in the memorandum <br />submitted July 13, 2016 to the Planning Commission from staff, with the following <br />modifications: (1) do not revise Condition No. 55 to prohibit the use of well water <br />for outdoor landscaping; (2) request the trees listed in Condition No. 45 to be <br />retained where feasible as approved by the Director of Community Development; <br />and (3) add a new condition that no additional wells shall be constructed on <br />Lots 1 and 2. <br />Commissioner Nagler seconded the motion. <br />ROLL CALL VOTE: <br />AYES: <br />Commissioners Allen, Balch, Nagler, Ritter <br />NOES: <br />None <br />ABSTAIN: <br />None <br />RECUSED: <br />None <br />ABSENT: <br />Commissioners Brown and O'Connor <br />Resolution No. PC- 2016 -21 approving Case PUD -114, was entered and adopted as <br />motioned. <br />b. PUD -118. Mike Carey <br />Applications for: (1) certificate of appropriateness to demolish all existing <br />structures; (2) rezoning of an approximately 13,040- square -foot site from <br />O (Office) to PUD -MU (Planned Unit Development — Mixed Use); and <br />(3) PUD Development Plan approval to construct: (a) an approximately <br />2,229- square -foot three -story mixed -use building with office /retail space on <br />the first -floor and three apartments on the second- and third - floors; and <br />(b) three, three -story detached single - family homes with potential office space <br />on the first - floors and related site improvements at the property located at <br />4791 Augustine Street. <br />Natalie Amos presented the staff report and described the scope, layout, and key <br />elements of the proposal. <br />Commissioner Allen: Natalie you said that the guidelines don't specify metal, but I want <br />to be really true to the guidelines and I'm looking at page 36 of the Downtown Design <br />Guidelines that were updated right after the historic guidelines were done two years ago <br />and it actually precludes metal specifically. It says, "Use natural exterior materials.
