Commissioner Balch: Does anyone have any other big brush strokes or should we go <br />through the topics? <br />Chair Ritter: That was probably the biggest one. Let's just start number one. <br />Commissioner Nagler: Well, why wouldn't we prohibit any use to assign the building? <br />Commissioner Balch: Because the uses can't be a massage parlor, correct? <br />Commissioner Nagler: I don't mean that, just in the context... <br />Commissioner O'Connor: So number 1 says use is allowed at the Masonic Lodge that <br />includes inside and outside. The uses I don't think are an issue, it's where it's used and <br />how often. I'm looking at page 11, the uses. <br />Commissioner Balch: Are you looking at the Conditions or Staff Report? <br />Commissioner O'Connor: I'm in the Staff Report. <br />Commissioner Nagler: That's my point. There are permitted uses by virtue of how the <br />property is zoned, right? So I'm not sure beyond that. <br />Commissioner O'Connor: I'm not finding one. As long as you don't use the outside more <br />than once a quarter, what is egregious in here? I haven't seen anything yet, events, <br />birthdays, retirements? <br />Commissioner Balch: Can I ask about the catering element brought up several times <br />under D, under ancillary uses. <br />Commissioner O'Connor: Up to one catering business at any given time with no more <br />than 5 staff members. I don't think in the past that we've had a problem with the catering <br />operation, whether it was used for the Masons or not. I don't think there was a problem, <br />and someone might yell at me, but I don't think we had a problem until the outside <br />started to be used; that buffer zone. <br />Commissioner Balch: I didn't get that impression personally. I got the impression that <br />the catering business and the five ancillary structures or however many that there are <br />became a problem because of preparing food for external sites. <br />Commissioner O'Connor: I heard that from other neighbors tonight and I don't see that <br />as a Miller vs. Mason issue I don't think but I could be wrong. But I heard that from other <br />residents in the neighborhood, so I think other people had some issues with it. <br />Commissioner Balch: So maybe staff can weigh in on that. Was the catering business <br />part of the CUP concern with the ancillary uses I guess? <br />Weinstein: My impression is that concerns regarding the catering use were mainly a <br />function of the fact that occasionally catering employees were going outside and <br />smoking, so again, that's something that could be restricted.
