Chair Allen asked Adam Weinstein for a quick update on the status of the Johnson <br />Drive Economic Development Zone project process for the benefit of those in the public <br />who may not be aware of it. <br />Mr. Weinstein stated that the two speakers brought up several points regarding the <br />Johnson Drive Economic Development Zone that are actually related to some tasks that <br />are being undertaken right now, one of which is a comprehensive economic study that <br />will look at a variety of economic and fiscal impacts of the project but will focus on the <br />potential impacts of the Johnson Drive Economic Development Zone on small <br />businesses and retail leakage. He indicated that the comment period for the Draft <br />Supplemental EIR review period concluded at the end of November, and staff and the <br />EIR consultant is now working hard on the Response to Comments document, <br />compiling all public and agency comments on the project into one big document, <br />responding to each of the comments, and then publishing it. He continued that looking <br />ahead to 2016, the City will hold a Joint City Council /Planning Commission Workshop <br />on the project where the public can again come and express their opinions on the <br />project, as well as hear from the Planning Commission and the City Council. <br />Chair Allen noted that there is a lot of work underway and a lot of chances for continued <br />public input on this project. <br />4. REVISIONS TO THE AGENDA <br />Adam Weinstein advised that there were no revisions to the Agenda. <br />5. CONSENT CALENDAR <br />Consent Calendar items are considered routine and will be enacted, approved, or <br />adopted by one motion unless a request for removal for discussion or <br />explanation is received from the Planning Commission or a member of the public <br />by submitting a speaker card for that item. <br />Chair Allen stated that she has a couple of questions regarding Item 5.a., P15 -0577, W. <br />Mark Lortz for Inklings Coffee and Tea, and would like to pull it from the Consent <br />Calendar. <br />a. P15 -0577, W. Mark Lortz, for Inklings Coffee and Tea <br />Application for a Conditional Use Permit to operate a meeting hall for <br />community events (concerts, lectures, art displays, and various <br />meetings) in conjunction with a coffee house at 530 Main Street. Zoning <br />for the property is C -C (Central — Commercial), Downtown Revitalization, <br />Core Area Overlay District. <br />Item 5.a. was pulled from the Consent Calendar and will be considered as the first item <br />under 6.
