One of the statements made was that the noise is going to double. He stated <br />that it is easy to say that expanding from six to 12 children doubles the amount of <br />noise, but that is really not the case. He indicated that they have four spots for <br />infants and eight spots for older children; one of the spots that would be filled by <br />increasing from small family daycare to a large family daycare would be an infant <br />spot, so that also has to be taken into consideration when thinking about the <br />number of the children on the playground at once. He noted that it will not be <br />12 children all at once out in the playground; additionally, as he mentioned <br />earlier, the State specifically states that the normal noise children make should <br />be taken into account. He referred to one of the neighbors' comments that she <br />can hear the children when she opens the window, and he noted that that is <br />basically what would be happening if a person living in this residence had <br />children and they were playing outside. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner O'Connor inquired if the house has a two -car or three -car garage. <br />Ms. Harryman replied that the car has a two -car garage. <br />Commissioner O'Connor stated that he recalls there was a proposal to use part of the <br />garage for the daycare and assumes from the current proposal that that has not been <br />considered. <br />Mr. Luchini replied that his understanding was that due to some flooding issues within <br />the house, they had to temporarily use a portion of the garage for the small family <br />daycare and that once that issue was resolved, everything would be moved back into <br />the house. <br />Commissioner O'Connor inquired if staffs original intent in Condition No. 4 was that the <br />garage remain available for their own parking so there would be five other spaces for <br />parents coming and going. <br />Mr. Luchini replied that that was the intent of the Zoning Administrator. <br />Ms. Harryman clarified that the Zoning Administrator for this hearing was Adam <br />Weinstein, and these are conditions that were approved by the Zoning Administrator. <br />She referred the Commission to Exhibit B, which shows a nice floor plan with two <br />garage spaces, three spaces in the driveway, and two cars right in front of the home by <br />the front lawn. She noted that this provides an idea of what is immediately available on <br />the site and right in front of the site. <br />Commissioner O'Connor noted that this is not to prevent someone from parking on a <br />public street where anyone can park anywhere, but really to accommodate a business <br />that is going on in the home by having adequate area for drop -off, pickup, and the <br />ongoing part of the business. <br />Ms. Harryman replied that was correct. She stated that Mr. Beaudin and she were <br />discussing that the Pleasanton Municipal Code has language in it that requires people <br />PLANNING COMMISSION MINUTES, October 14, 2015 Page 29 of 35 <br />
