Commissioner Ritter noted that would help the applicants if they are on a timeframe <br />constraint. He commented that it is like giving them a workshop without bringing it all <br />back to the Commission and going through it all over again. <br />Chair Allen stated that everyone is on a timeframe. <br />Commissioner O'Connor inquired if, with a continuance, the applicants can skip coming <br />back to the Commission and just go straight to the Council. <br />Ms. Harryman pointed out that the Commission's action is a recommendation and not <br />an approval. She stated that she misspoke when she said the applicants could appeal <br />the Commission's decision; this application will go to the City Council without the need <br />to appeal. In summary, she stated that the Planning Commission can recommend <br />action to the City Council, the Planning Commission or a Planning Commissioner can <br />continue the item and direct the applicants to work with staff, or the Planning <br />Commission can recommend denial and outline its reasons so staff and the applicant <br />can hopefully work together between now and the Council meeting. <br />Commissioner Nagler commented about the option for the Planning Commission to <br />continue the item and the applicant going directly to the Council. <br />Ms. Harryman replied that is not an option because if the Planning Commission <br />continues the item, it will come back to the Planning Commission no matter what. <br />Commissioner Piper clarified that the Commission can make recommendations to the <br />applicant, to staff, and to the City Council for the application to move forward to the City <br />Council. <br />Ms. Harryman said yes. She added that the Commission can also provide guidance, for <br />example, recommend that the applicant include additional amenity. <br />Commissioner O'Connor noted that with a majority vote, the Commission could <br />recommend approval to the City Council with certain changes that the Commission <br />would agree on. <br />Chair Allen summarized that the Commission could recommend approval; it could <br />recommend denial because of the issues mentioned; or it could ask for a continuance to <br />give staff and the applicant enough time to think through the issues the Commission <br />brought up tonight and create an application that could come back to the Commission. <br />She added that in all cases, there has to be collaboration and work done, which will <br />probably take almost as much time. <br />Commissioner Ritter stated that he is not in favor of the continuance. He indicated that <br />the Commission has done some great discussions here and has given staff and the <br />applicant some great opinions that could be incorporated into a motion to recommend <br />PLANNING COMMISSION MINUTES, August 12, 2015 Page 19 of 34 <br />
