Commissioner Balch noted that the applicant technically also owns the road if the <br />condition will say parking has to be on his property. <br />Chair Allen stated it would exclude those shared private road. <br />Ms. Wallis stated that there is a private access easement over the road, and staff could <br />craft a condition that indicates that vehicles have to be parked outside of the common <br />private drive and only on private drive areas. <br />Commissioner O'Connor inquired if there is a way to craft it so that it would not be a <br />problem if a truck comes in with a load of lumber that takes about ten minutes to unload, <br />as opposed to parking there for the day. <br />Ms. Wallis replied that the condition could exclude while loading and unloading. <br />Commissioner Piper inquired if there is a length of time for the project to be built, how <br />long the construction would take. <br />Ms. Wallis replied that she is not sure <br />Commissioner Nagler commented that it seems the property owner would be vested in <br />getting it done quickly. <br />Chair Allen stated that she thinks the location is appropriate; it protects the views and <br />safety on Sycamore Road. She indicated that she rides her bike there all the time and <br />thinks there is a reason why driveways and construction trucks are minimized on <br />Sycamore Road. She indicated that her biggest concern my biggest concern on this is <br />that she hopes she does not see the Rochas back with Code Enforcement because she <br />trusts they are going to follow the guidelines. She added that she thinks the project <br />makes sense, the location is right, and the design is good; and she supports the <br />additional consideration on the construction parking. <br />Commissioner O'Connor moved to deny the appeal, thereby upholding the <br />Zoning Administrator's approval of Case P15 -0010, subject to the Conditions of <br />Approval listed in Exhibit C of the staff report with added condition that <br />construction vehicles are prohibited from parking on Amber Lane and Pioneer <br />Trails Place at all times except for brief loading and unloading. <br />Commissioner Balch seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, Balch, Nagler, O'Connor, and Piper <br />NOES: None <br />ABSTAIN: None <br />RECUSED: None <br />ABSENT: Commissioner Ritter <br />Resolution No. PC- 2015 -06 approving Case P15 -0010 was entered and adopted as <br />motioned. <br />PLANNING COMMISSION MINUTES, March 25, 2015 Page 24 of 27 <br />
