He stated that he thinks that is actually <br />a good concession because of the daylight. <br />Commissioner Balch stated that he is debating the hours of operation a bit he has a <br />young child, and when he has to go get milk or something, that little bit of extra time <br />does help in some cases since some stores do close early. <br />Commissioner Balch then proceeded to give his other comments, the main concern <br />being that the property in general is tired. He indicated that retail space needs a facelift <br />every fair amount of time to keep it fresh, to keep it where it is desirable in the areas <br />and people want to visit. He added that it is competing against other areas in town just <br />as much as in perception. He stated that he did meet with the applicant at the location <br />in the morning, and the place needs renovation dollars to bring it up to any type of <br />business that would go in, whether it be this use or any other particular uses. He stated <br />that from his perspective, he does not have any bias or opinion whether the <br />convenience store is 7- Eleven or any other provider, and would leave that to the <br />applicant to choose. He noted that anyone willing to put the money into making it a use <br />that can succeed is a very positive element because it is a long -term investment that <br />could be of benefit to the applicant and the community. <br />Commissioner Balch stated that the Fairlands community is a little gem in the back <br />there, and it is important to note that this neighborhood is a very nice, quiet, and <br />enjoyable area past this really busy area of Santa Rita Road. He noted that he was <br />actually a bit surprised at the feedback to this from the neighborhood because this was <br />not, in his initial view, part of the neighborhood but more just the periphery. He <br />indicated that he does not mean to be rude or to discount the fact that the neighborhood <br />is close; he noted that this really does matter and that he listened to the feedback <br />provided. <br />Commissioner Balch stated that he agreed with Commissioner Ritter that the <br />Commission set the zoning, and the business fits that zoning. With respect to the <br />concerns the residents had about 24 hours, he noted that the applicant has conceded, <br />and has looked at what they can do to operate their business, what hours they need to <br />stay open versus what hours they need to have people on site to clean it. He added that <br />he thinks this is also commendable. <br />Regarding the noise issue, Commissioner Balch stated that this is unfortunately a very <br />busy intersection in town but this issue has been addressed and the study indicates that <br />there actually is not going to be a significant impact. <br />Chair O'Connor disclosed that he also had met with the applicant's representative some <br />time ago and went through the project. He expressed some concern in the area of <br />noise, and that is the reason he asked the applicant tonight if he would be willing to <br />reduce the car wash hour down by an hour. He indicated that he also thought about the <br />alcohol but did not realize at the time that this was actually a zoning change and alcohol <br />sale is not allowed.
