PUBLIC HEARINGS AND OTHER MATTERS <br />a. P14 -0440, 2015 -2023 Housing Element Update <br />Review of the 2015 - 2023 Preliminary Draft Housing Element update to <br />the General Plan regarding the Housing Element Goals, Policies, and <br />Programs, the Housing Element Background Report, and the Housing <br />Sites Inventory. <br />Before the staff presentation, Julie Harryman indicated that the discussion tonight is on <br />the Housing Element and getting feedback from the Commission, including its input on <br />two different properties: one is the Irby - Kaplan -Zia property, and the other is what is <br />being referred to as the CM Capital Property. She stated that one of the <br />Commissioners has a conflict on one of the properties and proposed to bifurcate the <br />issue. <br />Ms. Harryman explained that staff will first present the report and slides on the Housing <br />Element generally, open it for public hearing, get Commissioner feedback, and then <br />close the public hearing. She continued that the Commissioner with the conflict can <br />then leave the room, and staff will continue with the report and slides on the <br />Irby - Kaplan -Zia and the CM Capital properties, again open the public hearing for <br />discussion, and then get Commissioner feedback. <br />Ms. Harryman then addressed the audience members, stating that if they are present <br />tonight to talk about either the Irby - Kaplan -Zia or the CM Capital property on West Las <br />Positas, then they will want to wait until the second part of staff's presentation. She <br />added that if, however, they have comments on the Housing Element generally, then <br />they should do it under the first portion of staffs presentation. <br />Part I — Housing Element in General <br />Jennifer Wallis presented the staff report on the first part of the Housing Element, giving <br />a general overview of the Housing Element and explaining the different sections of the <br />report. She indicated that at this point, staff is seeking input from the Commission and <br />the public in terms of any refinements and clarifications on the technical documents: <br />the actual Housing Element, its Goals, Policies, and Programs, the Background Report, <br />PLANNING COMMISSION MINUTES, June 25, 2014 Page 3 of 29 <br />
